UKE to abandon asymmetric MTR rates

2009-12-30

The Office of Electronic Communications (UKE) has recently announced that it will abandon asymmetric rates to the cost model of the wholesale rates for terminating connections (MTR) of such operators as P4 and CenterNet. At present, Play, CenterNet and Cyfrowy Polsat charge other operators higher MTR rates than they pay by themselves. The rates for new market players have been set arbitrarily. As a result, the asymmetry of the MTR rates in Poland is the highest in Europe. Previously, the UKE planned to abandon the asymmetry in 2015; the European Commission, however, has recently requested faster reduction of the asymmetry, i.e., by 2012.
The opponents of the asymmetry are the largest mobile operators in Poland such as Pokomtel, PTK Centertel and Polska Telefonia Cyfrowa.
